The chart linked by Sam suggests to me that even the Handling grade are significantly stiffer over the OEM ES/RX/VR fitment. Both front & rear sit above the suggested 'optimum' green zone.

If you look at the chart, it has Start size (or OEM) on one axis and New (larger) size on the other axis.
In the listed percentages (where OEM and After size meet) they have provided a "sweet spot" or optimum zone for street use. The numbers in this zone are coloured Green.
Rear on the ES/RX/VR is 18mm. Trace across from there on the vertical axis and you'll see two percentage numbers in green these meet up with 20mm and 21mm on the horizontal (if memory serves).
22mm (The Handling rear bar) on the horizontal is just above this "green zone"

Slight correction if I may, There are 3 green optimum figures.
For Rear Bars:
18mm OEM Bar (ES/VR/RX) - suggested upgrade = 19 - 20 - 21
20mm OEM Bar (VRX/ASPIRE/RA) - suggested upgrade = 21 - 22 - 23
Keep in mind these suggested upgrades (green figures) are suitable for street performance vehicle, as the graph states.
Therefore: If you wanted to equate/improve on the OEM VRX/ASPIRE/RA Sway Bars, you could comfortable choose the 22mm Rear Bar for NA Lancer: BMR86Z.
However you would be wise to also choose the 24mm Front Bar for NA Lancer: BMF56Z to keep your front and rear properly balanced and tunable.
Remember these Whitline Bars are adjustable/tunable (Front = 2 hole & Rear = 3 hole)
Remember Also: A 22mm Bar with 3 holes allows for up-to 24mm fitment.
-- First/Furthest Hole = 22mm
----Second/Middle Hole = 23mm
------Third/Closest Hole = 24mm
--------(approx equivalents)
Same principal applies to all other Adjustable Bars.

It depends on how hard or how not you drive around corners on suburban roads.
Whiteline as you know is offering two Groups: Handling for Raod and Sport for Performance Road/ Moreso Track.
Adrian Provided an Excellent Read on Anti-Roll Bars: link = http://www.turnfast.com/tech_handling/handling_antiroll
Read the first paragraph of Summary at the bottom of the Page.
Here It Is:
Summary
The anti-roll bar reduces body roll to keep the suspension geometry, and ultimately the tire, parallel with the road. Stiffer bars reduce body roll more, but too stiff a bar can deteriorate independent suspension performance, and ultimately cause an inside tire to lift off the ground during hard cornering.
So if you prefer to drive around corners on 2 or 3 wheels in Suburbia, then go for the Bigger Bars. LOL LOL
"I'm not having a dig at you or any one else".
However you could still get the Bigger Bars -- Drive Legally & Senseibly when in Suburbia -- And Flat-Out when on a Track. Enjoy Both.

the adjustability aside, I thought the 22mm, 24mm and 26mm was the diameter of the bar size?!
I guess I am willing to put up with harder suspension, even in suburbia to future-proof my car for the way I drive!
In any case, it is easily pulled out and sold if not happy.
I had a TRX Bluebird back in '88 and it had a full suspension rebuild, massive sway bars on rear... helped reel in the tramping from the monster twin twin SUs on the FJ20 twin cam motor..
