Errrr cuz its not standard on the car? and would cost significantly more to the insurance company for something that was never on the car in the first place?

lodge a police report and speak to insurance, explain your situation calmly and if shes at fault which it sounds like she is if she reversed into you her insurance should cover it

also nicely ask the insurance if you can have a RA front bumper if you're happy to pay the gap (probably up to their discretion)
