Probably because it wasn't assessed by insurance due to it being not insured perhaps?
If it was insured and assessed, it'd be deemed a write off of some description (either repairable or statutory)
for an insurance company to class it as a right off. if engine block has any damage at all no matter how little it is. and if the i believe the chassy is unrepairable, and the total damage cost comes to 8grand or more. something like that.
