And this means what to us....?
What does it mean when you have projector headlights but no HIDS?
Just shoots the halogen light differently?

Yeah just better precision, thats all.
And it looks better on the car. Some manufacturers do it now with Halogens. But they are different lenses to the HID ones so chucking in a HID kit still doesn't make it perfect, but it is better than in a reflector lens
(Let's not get into a HID debate once again! haha)

also you can get a reflector type hid there are 2 types of bulbs in hid one only for projector's and one for reflector's even with that you still need auto lvl and washers for both types to be legal.
and i have seen a pair of those demon eyes they look friken awesome in person. id love to get them but i cant do with out my head lights for a week or 2

Yes, but the reflector lens is still different to a regular halogen reflector. AND it is still not as good a s a HID in a projector lens.
Enough talk about HIDs, back on topic now.

The point is that you should NEVER ever pay for anything that you don't get a receipt for NOR should you ever pay for anything that is still incomplete.
Now I hope all of you realise the risk I took with the tail lamps but that was a controlled purchase. I shelled out close to A$1000 for 2 sets which were shipped to me. I have to see them first and test them prior to sealing the deal for the tail lamps you now buy from me.

I think it's obvious in all trade that you don't send things away or pay for things without knowing if they can be done at all.
You should always also take receipts for all things and ensure businesses are registered prior to trade. A guy working out of his garage is more likely to scam you than a registered company. And since I'm working out of my own garage, I make myself VERY visible to everyone.
In this case, CinCity seem very difficult to contact and also are NOT registered. Caveat Emptor.

How about we make our own?
Chances are whatever you see in other countries has good chances of not being legal here. Unlike the US, we dont have an organisation like SEMA that has managed to change modification laws for cars in the US. You modify your car down here and your instantly a hoon... We do have an organisation that is similar to SEMA down here but its in its early days and has very little weight with the government. All of that though is something different and very little to the light issue.
Simple understanding of ADR is you can have any colour as long as its white.
Moving on from all legal stuff, again how about we make our own?
I am willing to be the guinea pig for everyone, I most likely to do things you just shouldnt do the car (fitting a GT Drift wing to the car prime example...). I lately have been looking at custom headlights and been working on a design for myself.
That 'look' though of the transformer type lights is straight forward to do if you do it yourself and at a fraction of the cost. You could probably get all components for around $50-110 and set aside a day to do it. Stuff paying someone else upwards of $500 for something you can do yourself at the fraction of the cost.

making thoes lights with the demon eyes and every thing would end up pretty cheap if you made them your self but where do you get the molds for the lenses molds for the casing all these you will need to make unless you want it to look like a bunch of pieces shoved in a headlight, BUT if you wanted to make proper HID setup it will cost you alot. the auto lvling device is almost 1 grand just for the unit., if you where gonna go that way go to a classy car wreckers and buy the headlights from them (headlights that have HID's) and take the autolvling device out of them, it will cut the cost of the device or hell just put the whole HID setup in a new headlight thats what most places now do that make the full proper setup, they dont use new parts.
anyway there is my 2c + $6
anyway id love for someone to do make there own if you can get molds made up for the headlight insides then you have cut the price of what you are gonna make to barely anything.
