Hey guys, is there a difference between the 2012 n/a cj fog lights compared to the 2013 n/a cj fog lights?
on ebay most of them being sold say (07-12) but to be honest they look identical...

I think you just need to get the style that matches your bumper.
Also don't forget the switch, some have one on the dash but if you're lucky enough to get them from the factory it's on the stalk.

The 07-12 and 2013- distinction seems to be based around the changes in the drivetrain. The 4B11 got changes that the 4B12 didn't. The changes that occured around 2012 MY 13 (or 2013 MY13, not sure which) include the air box, something with the engine that reduced the power from 113 KW to 110 KW, but gave better fuel economy figures, a modification to the CVT transmission such that it now requires CVTF-J4 not CVTF-J1 as previously, and a different exhaust layout to the back of the car. Not sure if there are any other changes, but the above changes seem to be why you see the model distinction.
The model distinction is most important when changing the transmission fluid. If you hit the fluid changeover in a CVTF-J4 car you would have to make damn sure the place you take it to use CVTF-J4 (much harder to get) than CVTF-J1.
On other listings it appears they are up to 2012 or 2013- as well. What model Lancer do you have? Like I said earlier, I believe the changeover occurred with a MY model, so the distinction of 2007-2012 and 2013- could be misleading for that one model stuck in between. It be that they are just following that model distinction, or it could be that there are subtle changes meaning one will fit and the other won't...

A MY13 or MY14? The easiest way to know whether you have the original or updated (I believe yours is the updated) version, quicker than even looking in the manual, is to look at the transmission dipstick. If it says CVTF-J4 you have the newer version.
Like I said though, it depends on whether the companies are using 2007-2012 and 2013- as a distinction because the model did seem to get numerous small change then, or whether there is an actual difference in the bumper fitment. The 2014 MY15 bumper looks a bit different to the 2014 MY14 and 2014 MY 14.5 bumbpers.

The last one is a manual, I just picked it because the colour showed up better. The 2014 MY14 looks different to the MY14.5 and MY15. Notice the curve direction difference? Not sure if you can simply mount it upside down, the hole also looks to be a different size.

Basically, the 2011 MY11 looks like it has the same holes for the lights as even the 2013 MY14, but any later than that the holes seem to change. So, the model distinction seems to be for the drivetrain. If you had a 2014 model and got the 2013- lights, they probably wouldn't fit :S. Alternatively, it could be that the 2013 lights are actually the ones to fit the 2014 model in Australia. Remmeber the releases of the cars vary from region to region, what may be a change in 2014 here may have occurred for the 2013 model elsewhere.
