New to Forum and have question

Hi everybody I'm Sam and from Canada. I have a 2009 Lancer GTS 2.4L CVT. Having problems.
- when I start my car my rpm stays around 1400-1500 rpm for a few minutes and slowly go to 750rpm while in park. If its above 1000 rpm and I put it into drive or park the rpms drop down. Does this car have a dirty idle air control valve?

I also had an exhaust leak and had a new universal cat put on it, I didnt have any problems for about 4 months and now Im getting the code P0420. Should I replace the both 02 sensors the car has 172 000 km on it.
