I'll keep this as simple as I can.
There is an intersection in a carpark that I pass through a trillion times a week.
As you can see in the image, its a 4-way with stop lines.
Generally, lane #1 goes straight and #2 goes right, as I've shown. This is the case I'm referring to with this question.
If theres nobody passing vertically, obviously whoever gets to the intersection first at #1 or #2 goes first.
However, when theres vertical traffic, cars end up stopped at #1 and #2 at the same time.
Who has the right-of-way when the vertical traffic clears?
No matter what the law is, everybody seems to think differently. I frequently get into stalemates at this intersection where nobody goes. Or where both go at the same time (and then both stop half-way through, leaving them at the mercy of any new vertical traffic).
The fastest way to make the traffic start flowing seems to be for me to just take the lead and go straight away.
But, this means if the other person does, you both go at eachother. I'm worried about getting into a road rage incident.

number 1 has right of way. Number 2 has to give way, as he is crossing the path of number 1.
On a 4 way stop sign, it is the first person to stop who can take off, this is because the other vehicles will still be stopping while they get to take off, after this, it is give way to the right, which means that the next car to the left takes off, then so and and so forth until everyone has had their turn. As most people find this difficult to comprehend though, it is best to enter the intersection at a slow speed and crawl through until you know you are safe and not about to get run over lol

Intersection Rules Clarification?
What if both car #1 and car #2 arrive at the intersection at the same time and each car wants to turn right (turn into the vertical road in opposite directions)? Like how my suburban street comes out in a very busy service road with many arrogant drivers think they are more important than a lonely street of houses!
I would love the cops to come & catch all the Illegal turns that happen at this intersection!

Firstly, that's a poorly controlled junction. They should just put a round about island in the middle. Then control comes easily by "Always give way to the right".

No. 1 has right of way. It does not matter if No. 2 arrives first.

@Ofey. I am not sure if I understood you correctly. But with a roundabout situation you do not give way to the right. You give way to vehicles on the roundabout only. This has caused many issues with me in the past when I was driving the Transit van because I must go slow to stop my tools from sliding around in the back. If I was coming to a roundabout and there is also a vehicle coming from the right but is travelling faster then me. I enter the roundabout before the other vehicle because I get there first but the other vehicle is coming from my right at a faster speed so the other vehicle has to slow down for me.
Many people believe I have to give way because the other vehicle is coming from my right but it is not correct. I was on the round about first so I have right of way.
If both vehicle get to a roundabout at the same time then they should both be able to go as long as they travel at the same speed.

But in saying that, its a carpark... you will be surprised at how many people ignore road rules since they think its a carpark... plus they have other things like parking on there mind.
Im generally more alert in low speed carparks than a high speed highway for that very reason... I dont trust other drivers on the road!

If this was a main road intersection it would be #1 not because #1 is going straight (as people have stated) But because #2 is cutting across/into the #1's intended path.
However, you say this is in a carpark, please clarify the diagram, is car #1 coming out of a driveway and #2 is on the main road, effectively a T-intersection with a driveway? or is part of the whole intersection within the carpark? Just checking...

Getting off topic, but roundabouts can get a bit nasty.
In NSW, you need to give way to the vehicle already in the roundabout if there is a risk of a collision, otherwise you can proceed ahead.
However, in reality, most drivers give way to the right and I do the same. Giving way to the right should technically prevent collisions though, since that's where traffic will be coming from relative to your car.

Thanks for the replies guys. I was adamant it was #1 but people do whatever they feel like at this intersection, and I lost my certainty. I felt stupid even asking
And Pete, the entire intersection is within a carpark, but it is near the edge of a main road.
Heres an expanded picture for you. Green is plants/grass, grey is carpark (entrances not within the picture's area).
You can probably see why I kept it simple for my question.
Theres maybe 10m between the intersection and the main road, so cars stack up vertically in the intersection, and theres traffic going all over the place so people either wait it out or try and go for it. Its nasty.
And there are other roundabouts within the carpark on that vertical road, but as this is so close to the main road, the traffic builds up and a round-about would be in the way.
The real problem is that, as you can see, the main road going right doesn't enter here. It enters further back, and the cars come up in the blue line.
So, rather than having a neat roundabout or properly separated entrances/exits, everybody is going in conflicting directions in this one little intersection trying to get in or out.

Very glad to see 94% of drivers are up with the rules but a bit worried about the other 5%. Hope they don't live near me... (s)
