Parked:
You can turn them on while the car is parked (ie: showing it off to mates). It is seen as no different from any other brightly coloured fixture such as a store front/sign etc etc.
While Driving:
You can have White at the front and Red at the back while driving (it would look stupid so I wouldn't suggest it) as it merely adds to the current norm of red for behind, white for approaching (ie: headlights, reverse lights) to indicate to other cars which direction your car is travelling in. Eg: if you see white directly infront of you at night you instantly know something is coming head on without having to analyse the situation for more than a split second. If you have a white light under your car at the back someone may think you are reversing/coming head on.
Blue is your police colour so thats outright banned anywhere visible(ie: under car or inside car but visible from the outside). Pretty sure they lumped the rest of the undercar colours in to keep enforcement easier.
Thats for NSW, not sure about elsewhere.
