i guess it depends on how you want it done and who you get it done by...
some people like the effect of the cf so i guess they put on a lighter layer of paint so the cf texture can still be seen a bit..

she has taken it back a few times to get fixed, she didnt want the textured look the painter had said there is NOTHING that can be done to get it all smooth.

If the texture of the weave is showing through paint the Carbon fibre hasn't been correctly laid up.
The weave should be hidden under a level coat of epoxy, to show its weave like this there is a major resin failure and the part's integrity would have been compromised as there isn't enough material to completely bond with the material.
Alternatively it could have been a bonnet they have Dinoc'd then cleared and painted
