Do these help in bad weather (rain/fog) as the hids kinda disappear in bad weather and I only use foggies then.

Yellow fog lights have longer wavelength, so you will see more.

Yellow fog lights are 100% legal. Unlike HIDs.

And fog lights actually work better when yellow as Billy pointed out.
