3L is not a lot of pressure but maybe enough if the internals are leaking and weeping?

BTW I took the bottle out (look at the pics above) put a small bit of duct tape over the pump hole, just the hole and no leaking. Left the thing 100% full without the filler in place which actually adds more water to it and more pressure. No leaking.

Right now its stopped leaking and the dip stick says its just below 1/4 full.

Never had this issue in any car I've owned before and I've had cars much older than this CJ.

Either way I ordered a new pump, actually had to re order it as the first one ($15) was out of stock but this one has cost $35, still way cheaper than the Mitsy part and less than Repco. Should be here next week and I'll swap it out.
