If his car is already registered he does not have to pay rego again, he just pays $495 for the plates. So he is right in saying it will only cost him $495 to get the plates for his car. When his rego expires, he just pays the normal rego fee, it makes no difference if you have custom plates or not.
In vic, it's pretty cheap so you can have custom plates specific to your car and it doesn't matter if you can't use them on another car, just sell them with the car and get new ones for your new car.

All sorted now though.
You used to be able to colour your standard combination for $195 but you can't anymore.
The only thing you can do on the cheap is get a new set of plates, but in slimline. They are still hte crappy white with maroon though, just in slimline for the front. You have to get a new combination, and the price is less than $100. I think it was $50 or $60 last time I checked for somebody else.
