That's actually incorrect.

Roundabouts - never give way to the right. That screws the objective of the traffic management purpose of roundabouts. Only enter if there is no risk of collision (i.e. you do not have to give way to a waiting vehicle waiting to enter from your right). Of course you have to give way to a car actually on the roundabout to avoid a collision.

Merging. Wrong there too. Depends on the merge lane and if the zipper marked line finishes at the end of the merge or finishes early. Sometimes you have to give way to the car on the left in some circumstances if the car on the left is slightly ahead of you where the two cars are merging.

National Transportation Commissions works with all state jurisdictions to harmonise road rules

Rules #148 & 149 relate to what I said about merges with pretty diagrams. Shows where you need to give way to someone on your left at times.

Rules 109 onwards relate to roundabouts.
