so we`re doing lots of stuff, just give us a little leeway. voluntary committees are slow but eventually (sigh) things will get done.

Logic isn't always Logical ....
That's a great idea because it will force the new State Reps to organise a Meet to distribute the Welcome Pack's thus providing them the opportunity to meet the members which they represent.
The only down side is that rather than the Comm mailing the Welcome Packs directly to the waiting members which they should receive pretty quickly, they will now have to wait further time for the State Rep (who will receive the packs via mail) to then organise a meet to distribute them.
Double Edge Sword Scenario
Personally ..... I'd still go with Annie's idea because it allows the Reps to Meet & Greet their State Members .....
The Comm only needs to get the Reps to move & organise quickly & the Reps to also PM those members whose Welcome Packs are ready to attend.
Hopefully I haven't thrown a "Spanner in the Works" .....

well no sam, the reps would have a stash of decals and spotter cards ready for distribution on notification from admin that the fee is paid.
