Despite the dergogatory term used by fazzle, he is right in saying you are blinding everybody due to your choice of using a HID in a reflector.
There have been threads on this forum discussing this.
Furthermore aspir3 is right in saying, there is NO adjustment (magic position) where it won't blind people.
HIDs in reflectors result in a large amount of glare. Do not mistake this for real light. This is due to the way the reflector "throws" out the light. There is no adjustment which will reduce or curb this. You require projectors to prevent this dispersion and levellers to ensure that the light is projected at the right height. It has been reported elsewhere that using high-K HID kits in reflectors will result in a "burn" halo on you headlight plastic covers as well.
The choice lies with you as it is afterall your car but it would be very naive of you to believe that you have a "magic" position where you have the right settings which will not cause glare and blind other drivers.
