What's the license plate number on the Toyota? Dob him in for driving without headlights on? I know Vic is 1 demerit point blammo gone.

Screw high beaming other motorists. Roll down window and bark at him "HEADLIGHTS!!!" and point to their headlight. Works best when one is having a bad day, good release without road raging.
Smile optional.

I have checked with a police officer from traffic division.
You are permitted to flash headlights such as in this situation, HOWEVER they must be on low beam.
Clearly this cop was out to fill his quota as Erin suggested, due to the fact that he continued to drive without lights after the guy alerted him to the fact that the incident was on camera and sped off without putting his lights on.
The chap who filmed this had a camera with low quality vision so was not able to get the rego from my understanding.

Typical SA Police, out for all the money they can get out of us tax payers, no wonder why no one likes the SA Police when they do stupid stunts like this!
Seriously that is a dangerous and arrogant stunt that should never ever happened, it is highly stupid of the officer driving and dangerous, what would of happened if he hit someone or something?
