It's a game where you build your own car company. Also, you get to build your own engine and car! It's still in very early stages, but you can pre-order and try the demo and stuff. It's a pretty fun game so far.

No, once you pre-ordered it, that's it. It'll be cheaper too.

Well, there's really no guarantee that it'll be finished like with any game. However it is still receiving updates, a good sign.
