They should be set correctly from factory. I'm sure there is a ADR on the height, which you can do yourself. From memory you have to set the car x meters from a wall and the height/top of the beam has to be x centimetres height. Will see if i can dig up the ruling up for you.

Edit:
The only thing (quickly) I could find is http://www.lovells.com.au/faq.php?q=5

Which state - (I can't imagine this has change too much for current cars) - best check yourself.

Vehicles Manufactured:

•1934 - 31/12/1960:
â—¦These vehicles are not covered by regulation.
•1/1/1961 - to introduction of ADR 13 - Introduced 1973 - 9/1991
â—¦Minimum Head Light Height: 600 mm.
â—¦Maximum Head Light Height: 1400 mm
•10/91 - to date:
â—¦Minimum Head Light Height: 500 mm
â—¦Maximum Head Light Height: 1200 mm

Are you using the stock globes or aftermarket globes? some aftermarkets could be too bright for other road users and cause glare

But to adjust the headlights get a long phillipshead screwdriver and you'll see a hole on the top of the headlight and if you look down the hole you'll see some white teeth, turn these teeth to adjust the headlight, if you do it at night facing a wall you can see how much it adjusts by and adjust to your liking :)
