I recommend keeping the two oem horns and adding your new air horn, and as someone else commented here, this may be a legal requirement also.
If you are just adding a new horn, you only need to remove the black cover plate above the radiator (the same one many ClubCJ members are modifying to let more air into the NA air inlet).
For compact Stebel air horns, I understand that you need to avoid allowing water to enter the horn by locating them in a well-sheltered location, and facing the horn aperture downwards (not horizontally towards the open front grille). If the air horn is located just inside the front grille facing downwards, I have seen others also suggest not using it unnecessarily in really stormy wet weather - but I don't know if this is really necessary or not. Perhaps others with more experience with air horns could comment. (It may be that all of this is incorrect and that you need to keep the Stebel horns approximately vertical for some other reason related to the attached air compressor.)
Thanks for the tips. My friend ended up doing the install for me- we replaced the horn in the grille with the Stebel airhorn (facing downwards) using the included mount on the existing location, and mounting the 2nd one to the passenger side of the engine bay also near the grille but facing the other way (in both cases the airhorn facing downwards and not out to the road). Left the other stock horn in the bumper because too difficult to remove. The new sound is quite good but a bit on the high pitched side compared to the Stebel horn I included in the Civic FD. However the red casing looks awesome from the front (my Civic one is grey).

ps. Forgot to confirm the point that a) there are two horns in the CJ Lancer/CZ Evo X, and b) you don't need to remove the bumper to unplug/disconnect them but if you wish to install a horn in the bumper's location, obviously you will need to remove the bumper to reach it.
