Grazed another car - was quoted $600 to repair?!?

Long story short - I was reversing and looking into my camera (silly I know) and I grazed a Subaru Liberty - Metallic Pearl Black in colour. Some scratches but no dent damage so I though I might leave a note and pay for a touch up person to fix it.
Anyway, the 'victim' got back to me today and has mentioned that the Touch-up people can't do it because it needs surface repair + painted + heat cured? Is this true for this paint?
Reason I'm asking is because for a body shop (of his choice) to paint is $620. Which is ridiculously high considering a friend had his bumper resprayed for <$400.

metallic pearl cant be touched up, its a full panel respray otherwise it sticks out like a bucket of white paint on a black car

Na, its not dented but its to the plastic of the bumper. I can provide a pic but I had a feeling what fitter said was right.
Unfortunately I know for the person involved its a big hassle to get quotes. I've done this before and its not worth it. I don't mind paying it... it was my mistake after all.. just didn't expect it to be that much.. I can see why people drive off

I rolled into the back of a new fiesta, and it cost me $900 because the whole bar had to be replaced, because it was matt grey plastic. The damage was 2 screw marks left by my number plate.
It is crazy how much car repairs can cost sometimes.

Sigh. Yea, can't believe its so silly expensive nowadays. My excess is $600 (was $400 2 years ago! why is the minimum is so high now!?!?!?) so I might as well go with paying this outright. Touching up my car will fix my side of it haha.

The amount of people that damage cars in car parks and couldn't give a s**t about it is ridiculous.
I think paying for a taxi is over the top, if it was my car you damaged, you would already have all my respect for admitting it was your fault and paying for repairs.
