You just buy the car? Im guessing thats a mount for someones toll tag (for example an E-Tag in NSW)

Yeap a toll tag holder, looks like some lazy person took off the tag but at least when you get one you can slot it right on.

Canberra has no tolls i never go to sydney anyway, if i do its only to penrith to see my nan...

Yep got it right there Thinking Victorian Eastlink one similar to mine
