You just buy the car? Im guessing thats a mount for someones toll tag (for example an E-Tag in NSW)

Yeap a toll tag holder, looks like some lazy person took off the tag but at least when you get one you can slot it right on.

FYI I think that's about where I put mine.

Canberra has no tolls :) i never go to sydney anyway, if i do its only to penrith to see my nan...
